“CNIPA itself has appeared to be grappling with quality problems with utility models in recent years. Sterne Kessler’s Daniel Gajewski reported that the office has been issuing more rejections – including on the basis of novelty, subject matter and other substantive reasons – during the initial examination, which is ostensibly only for formalities.
