Overview

Xiaowei Jin, Ph.D., is an associate in Sterne Kessler’s Electronics Practice Group. Xiaowei’s practice focuses on preparation and prosecution of U.S. and foreign utility patent applications, as well as post-grant proceedings before the U.S. Patent and Trademark Office’s Patent Trial and Appeal Board (PTAB). Xiaowei’s technical expertise includes wireless communications, 4G/5G Radio Access Technology, digital signal processing, error-correcting codes, radio frequency systems and devices, networking, cloud computing systems, wearable/IoT/Smart devices, software, artificial intelligence, and machine learning.

Prior to joining Sterne Kessler, Xiaowei worked as a principal patent engineer at a large technology company for six years. In that role, Xiaowei helped to develop global IP portfolios in the areas of cloud computing, networking, 5G communication systems and devices. Xiaowei provided counsel on domestic and international filing strategies and portfolio development. Xiaowei also supported an in-house litigation team, where his responsibilities included prior art searching, validity/invalidity assessment, claim charting, and infringement/non-infringement analysis.

Before that, Xiaowei worked for 10 years as a research scientist for a leading telecommunications company. There, Xiaowei performed research on 4G-LTE and 5G-New Radio systems, including dynamic spectrum access, optimization of physical layer, radio interface, and protocols. Xiaowei also represented the company in the 3rd Generation Partnership Project (3GPP), the mobile telecommunication industry standards organization, and participated in standardizing 4G/5G systems. Xiaowei was the rapporteur of two work items in 3GPP meetings and successfully included those work items in the 4G LTE standards.

In addition, Xiaowei is named inventor on 14 issued U.S. patents, and co-authored 19 publications in international conferences, books, and journals. Xiaowei was also a member of technical program committees for seven international conferences on networking and wireless communications.

Xiaowei received his J.D. from UNH Franklin Pierce School of Law, a Ph.D. in electrical engineering from University of Notre Dame, an M.S. in electrical engineering from Harvard University, and a B.S. in automation from Tsinghua University in China.
